Anyone have any clue of a part number for the license plate light. I bought one this weekend that seemed to match the one I took off. When I put it in it strobes even when the car is off. Kinda confused as to why, but figured I'd i get the right part number that might help

The bulb type should be your typical festoon style bulb, whether it's LED or filament. Look at the contacts in the handle and see if they are rusted, corroded, or missing, if that checks out then try bending them in a bit to add more retention to the connection.
If you bought cheap LEDs the chance of them being faulty out of the box is viable. I have LEDs in mine and have no issue.
