R50/53 someone school me on this "no turbo" concept for R53

I don't think it was at all cheap. Also given the lack of space on an R53 -- you are going to have to relocate quite a few things.

I think most of these setups (and the LS1 in a Cavalier you reference) use a stand alone ECU.
Does sneedspeed have a finished one up and running. I know they have been working on one for probably a year now. ( that is going to cost a fortune I bet ) They did an upgraded turbo swap for a guy and never was able to get it tuned right. They got the car back and had to send the ECU out somewhere else.
