On a 2004, MC which just arrived, it did not have day running lights activated and the radio with the sound activation does not seem to work, but it appears on the LED on the radio.

Do some new cars arrive without these features? I thought they were standard. This is not the HK upgrade.

The running lights must be programmed by the dealer. There is a whole list of options that are dealer programmable.

The dealer said she didn't think this option is on the car because she couldn't get it to program with the handheld computer pad. It wasn't responding. But, why would some 2004's have it and other's not. And this care was delivered last week, so it's new.

Your dealer doesn't know what she is doing.....
I am not aware of a single Cooper that can't have its DRL activated.
