Is my Mini lowered?

Stupid question, but the only reason I ask if its lowered is because the tops of my front tires are kicked in slightly:

Hard to tell from that photo, but that little negative camber could just be the stock alignment setting. If it's over -1 degree, it could be due to lowering and/or camber plates.
What's the tire-to-fender-lip gap look like from the side?

Edit: I just saw side photos of your car in an earlier post. It doesn't look lowered to me.

Nice looking '03. Hope you get all the issues you're asking about fixed soon so you can stop worrying and just have fun.
