R50/53 a few questions

i just got an 03 MCS just over 3 weeks now, i chained the cabin filter today and found a Little box that said (Clifford matrix-1) anyone know what it is , also looking at the tires and found the back tires are 215/40 zr 18 85w and the front tires are 205/45 R17 84v so 18''on the back and 17'' on the front is that normal? i also see a bar from strut to strut with alta racing on it and a blue boot & 15% pulley with the same name on the SC is that good

The different wheel diameters and widths is called "staggered wheels". If you have all the same sizes front and back (most common,) then it's called "squared." RWD cars sometimes do the staggered wheel sizes. It's a stance thing. The staggered wheel set up makes the car look more aggressive, plus it gives more rubber on the road where the power sits. It also effects understeer. It's a little silly in a FWD car, since your power meets the ground in the front. 
The most obvious downside is that you can't really rotate your tires unless you want to do larger wheels on the front and the smallers on the rear. I guess to get the practical benefit from the staggered set up, you'd have to run the larger wheels in the front and the smaller in the back, but it'll look a little off to the average eye.
