With what exterior colors are they white in color, and what about when the wheels are silver?

Yes, and if you are very friendly with your dealer or they have a glut of white wheels lying around, in theory you could swap your standard silver wheels of the same type or similar for a set of white wheels even if you have a solid color MINI or black roof MINI. But in my opinion the white wheels tend to look best on a white roof/mirror MINI.
Solid color with white wheels is actually not bad at all although the mirrors come black- you can always cover them with chrome or carbon fiber to be more neutral.

 

Ugh! the white wheels are OK as long as you are willing to wash them every other day as the brake excessive brake dust turns them black pretty quickly.

I have a CR/W '04 MCS and much prefer the look of the 16" Silver V-spokes, but that's me.
