Importing a car to Europe/emissions information

Hello all,
I'm trying to help a family member who returned to Germany with her 04 MCS, bought new in the states. Initially, the german equivalent of the EPA said no problem, you'll need to change headlights, taillights, a few misc items, and it can be registered for use. She loves the car and wants to keep it in the EU since she'll be living and working there for years to come.

Now she tells me they're requesting emissions information - basically details of emissions output for US spec cars. Then they'll base their decision of what else needs to be done on that info.

So I call our dealer, who is clueless. After a couple hours he provides me with the number for Mini USA (askmini), and I reached a very polite young man who was....wait for it...ABSOLUTELY CLUELESS about anything to do with Minis. It was like he was the only guy in the entire company...He couldn't refer me to any other division of the company, representative, etc..."I'm sorry sir, but I have no idea whatsoever about how to answer your question" At least he was honest.

So, does anyone have contact info for any other branch of the company?
I may end up calling the US EPA and trying to find data there, but it would seem like the guys that built the car might know better?

Thanks for any and all help!
