First off

yes, you could pick up sediment and have issues with that, the higher the mileage the more that could be an issue. Might want to try..
1) A fuel filter
2) Some detergent (like Sea-Foam or Techron)
3) Injector cleaing (check out www.witchhunter.com).

25mm tubular is pretty stiff. You want to match the bar to your driving. Some people who put really stiff bars on thier cars found them pointing the wrong way when the car spun! Do you have a local suspension guy you can work with? Do you notice big problems with understeer? You may want to start with some front camber plates and go from there....

For most a 19mm adjustable bar suits them well. It is said to balance out the car. I, however, have a 22mm bar set on the stiffest of the three holes. If you keep your wits about you, you cannot get the car out of shape.

If you're not a suspension tuner...

work with someone who is. All the parts are connected... For turns, the stock suspension set up isn't great. Improving front camber settings will dial out some of the understeer, and improve tire life. If you lowered without camber plates and at least lower rear adjustable control arms, you INCREASED rear camber, and the front wheels are still near verticle. This will accentuate understeer in corners. Look at your tires in front, are you getting even wear? If so, then you aren't pushing your car hard in corners, or most of your miles are on freeways or other straight (ish) driving. If you are getting wear on the outer edge, then you should do something about the front camber. Once this is corrected, then the rear bar can be used to help dial out the rest of the understeer. "Handle better" is a very, very vauge term. What isn't working well for you? What spring rates are you running? How have you changed your ride height? All of these factors (and more) will affect your handling, and one change cannot be considered without taking the rest into account.
