I have yet to find anyone who can weld such thin metal haha. does rustoleum stop the rust from spreading or actually make it dissappear?

Rust that is coming to the surface means there is alot of rust underneath. You should get that checked out, or the car will be eaten alive!

rustoleum will only stop the metal from rusting further at the location
you sprayed.

if there's heavy rusting somewhere you can't visually see, it will
still spread like cancer...

It may not be as bad as it looks. Mostly surface rust. Your best bet is to sand blast the area clean. If their is rust or actual holes you can cut those out and weld in new sheet metal. If not just etch prime and your done.
