MCS Intercooler question

At the MMW last weekend, vendors were selling air-to-air and water-to-air(?) intercoolers. I don't know much about intercoolers, but I was browsing the internet sites and found some DIY intercooler fan installation instructions for other vehicles. Would a MCS stock intercooler with a cooling fan be a "poor man's" solution to moving air over the intercooler to maintain performance in commute traffic and hot days?

Depends on the CFM of the fan in question.

It would likely help at low vehicle speeds, but would potentially serve to restrict flow at higher ones.
