as for the term certified, im guessing your not canadian or you would know what it meant. In ontario specifically you need to have a licensed mechanic "certify" the safety of every purchased vehicle before you can legally put it on the road.

It needs a windshield because a rock hit it and put a crack right up the drivers side.

I would be willing to deliver back to US in the western NY area for conversion rate of course
