HI. Anyone know where the tow hook for the 2003 MINI Cooper (Not S) goes? Do I have to pop off that little half-circle shaped "cut-out" piece right below the left bumper to access the tow-hook hole? If so, how does that piece pop out without breaking it?

The access hole is on the passenger side in the front and rear bumpers.

There is a dent in the straight part of the cap that you can use a flat screwdriver to pop it off with. There is a short retaining strap that it hangs from.
