Long dead, brought back. Lots of issues. Need guidance

2014 MCS
Ok car was dead for about 3 years. Finally was able to divert attention to it and get it back on the road. Here's what's newly an issue.
1. turbo actuator malfunction- need to get some diagrams or schematics to be able to dive into this and not spend another fortune.
2. Fuel smell in cabin after filling up/wont stop cutting off fuel pump. So I'm thinking it has something to do with either the filler pipe or something around that. After fuel burns down some, smell disappates. So I need some info on how to attack that problem.
3. TPMS sometimes works sometimes doesn't. When it reads it sees all 4 tires. Then dies. During drive to work(60 miles) happens 2 or 3 times.
4. Passenger Restraint error- dont care about it too much but would be nice to not have.

Any help or advice other than take it back to a shop would be great.

Sorry I these are dumb questions.
Where can I find a service manual?
Do I need to remove the rear wheel and wheel well covers to check those hoses?
I've tried resetting. It works for a bit sometimes and then craps out.
I'll scan for codes this afternoon when I get home from work.

Fuel smell/cutting off:

Could be what was said earlier, and IIRC there is a TSB out there for an issue affecting at least some 2014s where MINI had to replace the whole fuel tank to fix it. Not fun.

Alternatively, there is also an issue with the fuel tank breather valve, also with a TSB out there, and an extended warranty campaign from BMW/MINI to replace them. Basically, treat it as a known failure point, it's common, and fuel smell/cutting off is part of the common symptom set (both happened to me, I replaced my breather valve before the TSB came out). Far more manageable than the fuel tank scenario.

Replacing the breather valve is trivial. But worth your while to scan the car with a tool that can read BMW/MINI proprietary codes to validate that it's in play. You're looking for a code citing a small EVAP leak, and it won't necessarily throw a Check Engine light. If you do end up replacing the valve, Bosch makes the BMW-branded part; you can probably land the Bosch-branded part for at least 50% cost savings. 2017 F56 S in my case, did it myself, seriously a 15 minute repair (5 minutes if you know your way around the engine bay already).

After three years of inactivity, it is not surprising that the car started having problems: the turbo actuator in the MINI often gets stuck, it is worth checking the vacuum hoses and the drive itself, perhaps cleaning will help; the smell of fuel after refueling is usually associated with a crack or air leak in the area of ​​the gas tank filler or ventilation, so check the clamps and tubes; with TPMS, sensors or dead batteries often glitch, so the readings jump; and many people drive like this due to the Passenger Restraint error, but you can read the contacts under the seat - sometimes a banal reconnection helps.
