Boost and vacuum question.

So I picked up a r53 s. With 123k on it my boost is maxing out around 9.5 and vacuum off throttle is in the 18 range is this normal or am I missing something.. I did the bypass valve and feel like I lost some low end power. I know I need to get all new hose clamps but all the hoses are tight as anything on them.. any help would be appreciated new to the mini community.

Do you have any mods - i.e: Supercharger reduction pulley (-15, -17), 2% crank pulley, Cold air intake, 380 cc (+) injectors etc?
-18 hg @ idle sounds about right. 9.5 @ WOT does not.
You may want to do a simple smoke test for any potential vacuum leaks as well as a compression test.
A leak down test maybe a consideration as well.

Hopefully one or more of the more seasoned/experienced contributors can offer their expert opinion(s).

At WOT, even the slightest amount unmetered air can cause boost to drop off. If you haven't already, remove the intercooler, check the intercooler boots and the vacuum lines under there for cracking and good connection. With everything out back together, an easy test is to judiciously spray starting ether around suspicious leak points. A rise in rpm points to a source of the leak.

No mods . She is bone stock of the moment. I did adjust the bypass valve today. I did not see any busted lines or anything any where. So I should just get a can of starting fluid and start spraying then ?
