I got the P0446 Engine code light. I verified the gas cap and got it again. I bought a new gas cap and cleared the light and 30 miles later the check engine light is on with the same code.
now the code is stored as a “permanent code” whatever that means.

Did you end up finding a fix for this? If you did, what was the problem?
It was most likely the fuel vent valve, common on Gen III
Seems to be! Mine went out at 25,000 km. Was off warranty…seemed to be one of the culprits for my bad gas mileage. I was in pickup truck category for a few months before the CEL lit up.
Smells like another class action suit I’ll get an email about in a couple years.
Thanks for the replies you guys. I'm at 44,000 miles and 2 months out of warranty. Looks like I'll be buying a vent valve. Just wanted to check in case it was something like the pressure sensor.
Edit: Just updating to say that I replaced the vent valve and so far the check engine has been gone for a couple hundred miles. Fortunately it is super easy to replace.
I recently got a CEL on my 2017 Clubman S. Even got a ‘Reduced Power, but it’s OK to drive it’ type warning once. The morning the CEL and reduced power came up, there was a wild clicking from the engine right after I started the engine. It went away before I could track it down. Sounded like around the serpentine belt area - I only learned later the tank vent valve was nearby. I’m guessing that was the sound of the vent valve clicking uncontrollably. 🤷🏼♂️
Codes:
• P0446. Evaporative Emission Vent System Control Circuit.
• 191C02. Fuel Tank Ventilation System, 2nd Inlet Point. Malfunction.
• 195014. Tank Vent Valve, Pressure Sensor Venturi Nozzle, Signal: Permanently Stuck.
I’ve had a vent valve on order for a couple weeks, I’ll report back after install. Part number 13907614013
Got a new valve installed. Sure enough, you can see the internal valve broken, as described in the service bulletin. I looked at the valve a few weeks ago and it looked fine. Turns out if you shake the valve lightly you can see it’s loose in there.
Old valve made March 2016 and the new valve in December 2020. Same part number.
Super easy swap if you want to DIY. The “hardest” part is unplugging the electrical connection on the valve without breaking it 😅

I just replaced the valve on my 2016 F54 S. I had the P0446 and 191C02 codes. Cleared codes and the light was back on within 5 miles. Put the new valve on and have about 50 miles on it since then, no lights yet.
Ugh, we have this on my wife's 2017 Clubman S All4. The TSB listed above doesn't call out F54 (but it does call out the B46/48). Bought the new fuel filler cap, but the light came back on, so it is probably this purge valve.
Should I bother going through the dealer for this or its it not covered under warranty? My Car is a 2017 Clubman S All4 with an early 2017 build date.

our check engine light was critters seeking heat in the engine compartment, also then cut electrical wires to the fuel vent valve; and not cheap for the a full reading of the OBD-II Trouble Codes, and then wire repairs @ PAs top rated Mini Dealership.
Does MINI/BMW use soy or plant based wire insulation? I know Ford switched to soy based insulation some years ago and apparently small critters find it quite attractive and delicious. Had a couple of my friends with F-150's end up with trashed engine harnesses within a couple weeks of each other this summer. The local dealership noted this happens regularly with the later models, since Ford switched material.
