2009 JCW cabin fan issue

2009 JCW cabin fan issue
my air conditioning fan is throwing a 9C57 code. I turn the fan to high and it surges on then off. Blows slowly, then fast, momentarily. It is very erratic. Any help with this code would be helpful.
The resistor might have gone bad, that controls the stages, other then that its the blower itself.
