After shutting off car and all electric's have shut down,when restarting; the radio volume is much lower than when previously shut off. Is this normal?

Yup. It's trying to save you from blowing got eardrums out when someone else (*cough*) was playing music way way too loud the night before.

Does any one know the watts of the base stereo i just put 2 12" in my mini n the factory stereo isnt very loud i was wanting to update the speakers n add a amp for the high end to even it out ik there alpine stereos n neither alpine nor my mini dealer can give me specs on the head unit its self i would update the stereo but idk how i would check the oil sense theres no dip stick etc as far as i can see theres just the door speakers n the 2 under the seat im going to add my own in the rear for highs i just duno what the stock head unit puts out as far as watts
