Anyone know of a few tracks in the tristate area?
by tristate are you talking about ny/nj/ct? if so, then yes the are a number of tracks around here and i can give you a list. if you're talking about another tristate i can't help you.
location specification really does help. and also what type of track you're looking for would help too.

Drag Strips:
NJ: Island, etown/raceway park, atco
NY: Lebannon Valley (there's a bunch upstate, but not worth the drive if you're in the south)
Road Courses:
NJ: etown, NJMP
NY: Watkins Glen, Monticello, Adirondack
CT: Limerock
If you're looking for autox try some of the local clubs. They are typically held at the Medowlands and other random places. WSCC does a lot of autox during the season, and there are a number of bmw clubs in the area that welcome everyone who do both autox and road course. If you want to do some drag racing, t&t at etown is Wednesday and Friday and atco is Tuesday and Thursday. Personally I hate Island drag, but if you just want some experience and more than three runs it's a good option. Just remember that the track there is slightly downhill so times are slightly higher than at other tracks.

Try monticello raceway. http://monticellomotorclub.com/
eAlso - Pocono offer a few different config you can run on.
Sorry, but nothing is "free" in the track world
But there are a lot of "clubs" that will help you to get on some or all of the tracks that have been noted.
My suggestion is that you join your local SCCA and BMWCCA and start talking to the people who run the HPDEs (high performance driver's ed) programs. These are structured driving training schools that get you out on the track without having to be "racing".
Also, look into SCDA (http://scda1.com/) and TrackDaze, depending on where you want to go.
Don't forget about NH Motor Speedway

Monticello was fun but it is beyond my price now:

The OP should know, though, that it can be expensive just in helmet, brakes, tires, inspections, oil and brake fluid changes and track insurance, in addition to the track fee. And that is without doing any mods.

One time out doesn't cost much...it's getting hooked that does.
For roadracing, NASA Northeast has the following schedule for 2013
http://www.nasane.com/events.html
Though not typically *spectator* events, check their forum; you should be able to get into most tracks for free. Perhaps be a crew member, officially.
