09 JCW - Hub Replacement Questions

I own a 09 JCW in New York, and last week, it went in to the shop for maintenance, state inspection, and to check up on a shake I would get when stepping on the brakes on the highway.

I was told by the dealer that the caliper was defective and would replace it, but they added that the passenger side hub is messed up and they cannot put one of the bolts in, and I need to replace it.

I was kinda told about it couple months ago, saying that one of the bolts were plugged in slant, and I'm gonna need to replace it, but I didn't think it was a big deal, and left it.

This time, they told me that they cannot put the bolt back in after the brake jobs, and I won't pass the state inspection if I don't replace it, and then I was given a quote of $650.

The question is... is $650 a reasonable quote for a hub replacement (just the passenger side)?

Also, I've never pulled out a wheel outside a dealership, although I did my services at a couple of dealerships over the past few years. So it has to be one of the dealerships that messed up the hub, but I can't prove it nor I don't know which dealership did it.
Is there any way that they can just replace it under the warranty? How should I go about it in talking to the service manager about this?

I've done a wheel hub assembly before on a different car (Cobalt) and it took me an hour and a half. I'm not sure how much a new hub assembly is. At least $150. That price makes me gag. Then again, if you don't have the tools to do it all you can do is look for another independent shop.

For what it is worth, I had the dealership replace a rear wheel hub on a 2006 and it cost more than the $650 you mention. I had no choice but to have them do it so ...

I recently replaced a rear hub on 2009 JCW. Seems like dealer wanted $350 for the hub with one year warranty. Auto zone was $172 with 3 year warranty. Replaces easy with common hand tools in under 2 hours. Jack car, remove wheel, remove caliper, remove hub 4 bolts and reassemble.
