I noticed it just hanging out when I popped the hood open tonight.

Just a stab... washer fluid line come undone?

OP got any better pictures of the whole engine bay? That would probably help us out.

 

It looks like a washer fluid tube to me too. Check and see if there is a black tube running from the driver's side of the bay up to the bonnet near the driver's side hinge acoss to the center and attached to a "T". If not, then that is where it goes.

The engine itself and surroundings are spotless... The part in the picture, not so much!
