R60 Fog lights as DRL
Doubt it, the laws are pretty clear of when they are to be used (although nobody follows it here in the USA) and I doubt that a dealer would even be willing to consider it. I believe they are also wired in with the lights so that they can only be turned on when the lights are on.
it could be done with some relays and thought
the fog lights do indeed work without the heads on. or at least I think they do? I was driving through a daylight saftey area and hit the button and saw the lights reflected off the car in front of me. headlights were in "auto" and I dont think they were on.
disconnect the power to them, might need to install some type of resistor ( or bulb out error code will pop up)
install a relay/switch and power them up with it
In my wife 05 mini I did it with the driving lights.

Should have stated "anything can be done", however, it won't be a dealer programming and will likely require you to re-wire the lights and maybe add your own switch. Fog lights do not work without at least parking lights on. They will not work with only DRLs. This is pretty standard in any car with fogs and I believe is a law.

I tried as you said but city light didn't turn on as DRL :(
This has been done (using the city lights as DRLs) without wiring using NCS Expert on a 2008 R56. Since the R60 uses much of the software and has many of the same NCS Expert settings as the R56, this may be possible on a 2011-12 R60. Not sure that the actual fogs can be used, but I see the R60 settings for the city lights (SML lights).

Indeed! He did state fog lights which, to my knowledge, have never been linked to the DRL via settings changes. There may be a shot at the city lights though, albeit with more NCS research on "DRL", "TFL" and "SML" in the trace files.
More than likely you have a law against running fogs unless there is fog. However, nobody follows the laws here in the USA anyway and they are rarely enforced. In other countries, Germany for instance, you wouldn't make it around the block without getting a ticket.
Just remember, just because others are doing it doesn't make it legal.
