Electrical pulsar doesn't pulse...

pulsar doesn't pulse...
so i got my pulsar 3rd brake light in the other day (ordered from WMW) and it doesn't seem to blink. the light still goes on, so i know i've got the power right but it doesn't blink. i tried with all the different combos the jumpers could be in with no luck. any ideas? did i get a dud?
