DOn't know, but conjecture that since the plastic outlets aren't barbed or ridged it is likely not part of the cooling system, but part of the pollution control system piping. A valve control by another sensor in the system.

Could it be the inertia switch? Would have been wired inline of the fuel pump to cut power in a accident? Honestly just guessing

Can you try and check if your windshield washer works? It may well be a washer pump that is remotely installed.

It's not a pump, but a valve of some sort. We just can't figure out what system it belongs to, since it was disabled already. The windshield washer pump is accounted for on the reservoir.

Do you have Air conditioning? Carb or Multipoint injection?

Though I've never seen it in a mini it may also be an idle-up solenoid (I am not sure if that is the right term for this part)

I know from older japanese cars (carburated) they have an idle-up solenoid valve that is tied to a diaphragm that is connected to the carburator's throttle mechanism. Its purpose is to use vaccum to mechanically "pull" the throttle whenever the AC compressor turns on and increase engine idle rpm.
