Found this under the left firewall near the rad of my 1974/90 mini, no tubing was connected to it except the wire connection. when powered up it clicks. Thank for any help

DOn't know, but conjecture that since the plastic outlets aren't barbed or ridged it is likely not part of the cooling system, but part of the pollution control system piping. A valve control by another sensor in the system.
Can you try and check if your windshield washer works? It may well be a washer pump that is remotely installed.

Do you have Air conditioning? Carb or Multipoint injection?
Though I've never seen it in a mini it may also be an idle-up solenoid (I am not sure if that is the right term for this part)
I know from older japanese cars (carburated) they have an idle-up solenoid valve that is tied to a diaphragm that is connected to the carburator's throttle mechanism. Its purpose is to use vaccum to mechanically "pull" the throttle whenever the AC compressor turns on and increase engine idle rpm.
