Not sure if you photoshop'ed the image or not, but I also like how the blue-green tint of the flourescent overhead lights are somewhat exagerated by the blur.
The ambient light was a mixture of flourescent and daylight so I tried to balance them out a bit even though I had "custom" set the white balance in-camera.

Photoshop may be used for photo adjustments, but each submission must retain an appearance that it was captured on camera.
Did you have some point you wanted more clarification on?

Due to my limited photography experience, I really have no idea what a camera is capable of in the hands of a skilled photographer. I'm assuming that a picture like this would not be allowed?
For this month's contest, where the topic is "out of focus", I personally, wouldn't consider the "toy car effect"/heavy selective "blur" filtering as shown above to be "out of focus". The original image was in perfect focus, and it is now selectively "blurry".
Me too! It's been a while...all though when I shrunk the size of my photo, all of a sudden it looked in focus! eek! Oh well, it will have to do. I swear it's out of focuse, really
