No, those look like "angel eyes" driving lamp replacements (I think). I can't remember who makes those, but if they're the lights I'm thinking of, they replace the usual parking light bulb with cool blue LED "ring" illumination, like on a BMW. I have "angel eyes" on my bonnet-mount driving lights, and they use a cool white LED for the glow... it's actually bluer than the headlights by quite a bit, and FAR bluer than the OEM fogs.
EDIT: Found them - they're at Moss Mini (again, IF the lights in that picture are indeed "angel eye" driving lamps)... I'd acvtuallybe interested in buying a set of these on a group buy as well - usual price is $90 for the set:

Ive heard that others were able to do it without taking off the bumber but you better have extremely small hands
as the area to work with is minimal. I had to take off the front bumber to do mine. Lucky for me I have a buddy who works with cars so he did it for me.

I am confused on where this thread is going. There is talk of getting rid of the egg yolk and getting the halo.
I'm wondering if people are getting confused like me.
For those that want to get rid of the egg yolk, Are you just looking to get rid of the orange light? If so, you just need to replace the Bulb.
The ones on my MCS here are Sylvania's they have a slightly blue-ish color to them when off.

Regardless, the light in the center of the parking lamp array is the turn signal, and of you want to remove its yellow color from the center of the turn signal (often referred to as "egg yolk" because of the orange-in-white appearance), then yes, all you need to do is replace the turn-signal bulb with a silver one.
The "angel eye" signal housing replaces the white OEM parking lamp with a bluish-tinted LED ring light. The turn signal bulb remains unchanged, and will need to be replaced with a silvered bulb if you want the clean, all-white look of the UNLIT light housing in the picture I put up.
As far as the FOG LIGHT bulbs go, what the replacement wll do is change the color of the illumination they throw to more closely resemble the color of the light from the Xenon headlights. The OEM bulb illumination is quite a bit more "yellow" than the headlamps, hence the desire for the replacement. The look of the UNLIT bulb should remain the same, however.

What are the best bulbs to use as hi-beam replacements so I can get some bright white light? What is the highest kelvin rating that is legal?

I don't mean to confuse anyone. This is a group buy for JUST the fogs, I understand that. But I wanted to know if Vision had bulbs that go in the egg yolk area. Are there two bubls in there??? An amber one and the regular halogen parking light? If there are two, then I'm looking to purchase the additional fog lights as well.

Ok this thread has gone waaay off topic.. There are several threads that say what bulbs belong where..
