Please help me ID this peeling bumper finish

I'm searching the internet to find the right used Mini and found a car that interests me. It's located several states away so for now all I have to go by are photos.

My only exterior concern so far is peeling on the front bumper of a 2009 that I am told has been garage-kept. The seller says this is peeling clear coat but I've never seen clear peel like that before. I was wondering if it could be some other kind of adhesive clear shield applied to the bumper...

Either way, I'm guessing someone here has seen this kind of thing before and can tell me more.

Is this a problem, and how can it be repaired?

Thanks!

It is clear. They did not use flex in the paint.

yep. clear coat. Mine did something similar a couple years back. Worth taking to MINI for a look. there's intermittent issues with chill ired paint i believe, and they review them case by case if still in corrosion warranty (i think (Someone feel free to correct me). Worst they do is say no, then you getquotes around town for a bumper respray

Thanks Eagle. Do you know if his is typically limited to the bumper? If so, I'm not too worried. I'll just build that into my reduced offer...

You see this more on the front and rear bumper covers. Ive had a few MINIs over time and 2 of them the clear did start to peel. Not uncommon.
