Looks like the previous owner just ripped the old fasteners off and took some of the plastic mounts with it.
You could just tap some new threaded rod into those mounts or drill some of it out and "JB Weld" some threaded studs into it. Make sure you choose the same size thread for the stud and nut. (1/4-20 for example).

The grill is mounted to the car using thin nuts that screw (thread) onto the plastic standoffs in the grill. As ntmid8r noted, it looks like many of the plastic standoffs were broken off when the grill was removed from the previous car. It is easy to break the standoffs off when trying to remove the nuts.
If you want to use that grill you will need to figure out a way to repair the broken standoffs. It might be easier to purchase a new grill from one of the aftermarket vendors. That upper grill is about $68 from outmotoring but maybe shipping is a cost issue.

there is a set of DIY instructions around here someplace if you can't find them PM me as I have it saved as a pdf and can e-mail it to an account that takes attachments.
I've done this mod for a half dozen or so folks....not difficult but there are a couple of 'hints' to make it easier. Trick is you need to make some cuts in the lower - smaller grill piece to make it fit in the stock bumper as the outmotoring description mentions.
