Well I managed to mangle up my front lower valance (black plastic lower part of front bumper, below airdam) by running over a tire tread going about 80mph. Is it possible to replace that one piece? Or is it all part of the bumper. Everything else seems to be fine, except for that one part. If this peice does exist, how much would it cost to replace?

That black plastic piece is available separately and should be pretty cheap. I would guess no more than about $50-$60, but you'd need to call your dealer to find out for sure.
The actual replacement does require removal of the bumber, but it's a relatively easy job if you've got any mechanical know-how. See the pulley replacement how-to on this site for pics and instructions. I'm sure your dealer would do it as well, but the labour will likely be 3 times the cost of the piece.

Well I went to the BMW/MINI parts store to see if they have one in stock...and they did. $25, and the install seems easy enough.
