Tpm won't reset

Rear right tire is reading 2 pounds lower than the other 3. I am getting a tire warning which will not reset.
Sometimes it will go to 100% and say "reset successful" then I will immediately get the warning again.
Could the sensor be bad?

Yep, sometimes the internal batteries go on the TPMS wheel sensors. You can get readers that can read them at the wheel.
