2015 R55. If I look here it references "Product shown with Raised Carrier Bars (also available).
Please note: Factory-installed roof rails are required for proper installation.". I have the rails, but what are the "Raised Carrier Bars"? What exactly do I get for my $260.10?

Then I look here. This shows that strap thing for $58.65 that I see in the first picture referenced above. What exactly is this all about?

 

Are you sure it's an R55? If it's a 2015, it should be an F54. The R55 had taller roof rails like this:



And the F54 has roof rails that are lower profile like this:


As for your other questions, the first link is just for the rails. I'm not really sure what raised carrier bars are exactly--if you select a different model it says they're for skis and snowboards, but that doesn't make sense to me. I think your second link is essentially for a cargo strap that goes the length of the rail, but I could be wrong.
