Looking for some help.

I have a 2013 Mini Cooper Paceman. I recently got the code for a dipped beam right failure. Changed the halogen bulb, but it wasn't bad. I check the fuse and that was good. I' m getting around 11.5 volts at the plug, but the low beam won't work. Any ideas? Is there a relay or fuse I'm missing? Anyone have any wiring diagrams or parts schematics? Thanks for the help.
