That's the switch for the factory driving lights in front of the grille which normally only turn on if the high beams are on. If you don't have the spotlights in front, the previous owner removed them.

Or they swapped out for smaller aftermarket lights and hid them behind the grille or something? Check that out also, i have seen that mod before.
