I believe it counteracts understeer through engine control and brake application. Understeer is http://m.wikihow.com/Correct-Underst...ring-Cornering

Performance Control is a further evolved form of ELDC, or Electronic Locking Differential Control. Helps with putting down the power on the inside wheel coming out of corners, instead of straight up cutting power. It's what we call "torque vectoring" or a brake-based limited slip in the automotive community.

All the acronyms and controls add up to mean this.
In the old days, when one lost traction, you steered into the skid and hope you recovered. With more "Modern" cars there is a computer that monitors the rates of wheel spin and try to compensate for them by adjusting power or brakes to keep the car where it is pointed.
They work pretty well. Most systems on "Sporty" cars allow one to override this function.
The systems are not "fool proof" you can't just mash the accelerator on an turn and hope for the best, but it will allow you a safety net of a bit more speed in corners than a car without.
Another way to look at it ...
Mini's handle VERY well, the option included with JCW cars allows all the power produced to go to the road without a lot of tire slipping.
