How to know whether to top off or flush

I have a 2006 automatic, non-sport. The coolant tank is close to minimum. Should I top it off? If so, with what? Should I flush? How do I determine whether to top off or flush?

You should IMO flush the coolant every 2 years or 24k miles. You should add some if it is at the minimum line.
