Maybe $20,000 to $35,000 if you pay some one for labor, fabrication, electrical, some engineering, one-off parts, clear all the gremlins and codes, etc.
Why not just buy a mid-engined RWD car?
Pontiac Fierro and Toyota MR2 come to mind, or if you have a significant trust fund (sounds like you may by the eccentric project you propose) Porsche Boxster/Caymen/911 Lotus Elise or Accura NSX should be on your list.

The main problem is coming up with rear suspension.

Engineering your own suspension would be quite the challenge. But it would be easier with a full roll cage as I think you are planning.
Did you acquire a totaled MINI for this project? It would be a shame to cut up a perfectly good one.
I have seen some photos online of custom race MINIs, most were putting bigger engines in the front and making them rear wheel drive. But it would be useful to research those and get ideas for your car's cage and basic suspension layout.

There is a few already race ready MINI's for sale of here. That might be a WAY cheaper way to go. I think the one i seen the other day was caged out, gutted, with over 250 HP for about 20k. Just a thought.

You could prbably find someone to do it for a couple thousand, plus parts cost, but then I wouldn't drive it out of the parking lot either. Bottom line is that to do something like that properly is in the 10's of thousands of dollars. And to make it 4 wheel drive, even more money. Though if you could find one of the new 4WD Minis in wrecked condition, you might use that drive train. However, it would still be extremely expensive to make it work in a regular Mini. If you've got deep pockets AND you have the design and fab skills to do it yourself, go for it. If all you've got is deep pockets, you should be able to find someone, somewhere that's willing to tackle the job. If you have neither deep pockets nor the skill, forget it. Enjoy the Mini for what it is. Or get the new 4WD Mini and hop it up ala the ralley car version.
