Red Light Cameras Dead?
"That means the law of the land in North Carolina is that ninety percent of the fine revenue collected by automated enforcement systems must be handed over to the school system for use in educational programs."
I really hate it when politicians try to make a controversial revenue source more palatable by saying that the collected funds will "go to education". That doesn't mean that the school system will actually end up getting any more money than it got before - it just means that if the new revenue source provides "X" dollars to the education fund, the education contribution from the state's General Fund can now be reduced by "X" dollars.

Yep... The SIMPLE solution for those cities truly interested in reducing accidents at intersections due to red light running is to simply extend the length of the yellows by another second or two. They could also delay the activation of the green for cross traffic by another second or two as well. But, of course, this would not generate any revenue...

This doesn't touch the root of the problem, just enables the offenders to get off easier.
They're not going anywhere in California. According to California Law, traffic violations get a penalty assessment added on top of the original fine (so a $50 fine would be close to $200). The state wouldn't be losing much money.
I do, but can you unequivocably state that EVERY stop would pass the frame-by-frame analysis of forward motion? As I said, I know of at least one case where this was needed. (Case thrown out)
There will Always be the exception to every situation.... doing that rolling stop or stop for a milli sec just may put you in danger... I ride a Harley.... Most LEO say I 'must' put a foot down to prove I have complety stopped... Can I come to a compete stop without putting a foot down - ya, its possible... but how much time am I really saving - so I spent an extra second or two... doing the same thing in a car not only shows you WERE stopped.. You just may see that BIG truck that is about to Eat you had you rolled through... I was Not trying to flame you, just making a point... Most every close call I have had - includes me being in a hurry... Not all but 90% of the time... I have learned to slow just a little and maybe live a little longer... The point was made to me one day when I forgot I had promised a shift trade... I was East of Sacramento, CA when My dept finally raised me on my cell phine at 9am that I was suppose to be at work at 8am - crap.... I raced back home - normally 90 min - I got home in 70 min = I save a total of 20 min and drove like the wind - put myself in danger for 70 to gain 20 - I was embarresed to be that late for a promise... When I realized what I had done and the lousy 20 min I saved.. Never again - the risk is not worth it - just like the right on red - I agree with your statement - However, if that friend of yours had taken just 1 to 2 sec's at that right turn.... look at the hassel he may have saved and next time he may not get caught by the camera but that Big Truck just may catch him.... OK, off my soap box and done here...
