From what I've read, California allows no less than 88% vlt on front windows. You can tint the top four inches of your windshield and there is no limit on rear side glass or rear glass.

Sounds about right. I had 35% when I lived there and had my windows down whenever I got pulled over and nothing was ever said. I did get parking tickets in LA/Santa Monica a few times for tinted windows and no front plate though.
