Got access to a MIG welder? Weld a nut to it. otherwise drill, and if need be, install a helicoil.
Guessing that attempting to extract is less hassle than replacing the arm.
I'm a bit wary of the rivnut approach - no experience with them

If you go the drill/extract route, I would strongly suggest getting a center punch, so the drill stays in the center of the screw you are trying to extract. Also, start with a much smaller bit first to drill a pilot hole and step up to the final size for the extractor bit. Good luck!
