i did a mod like this on a newer car before but with alot of help for a forum. but it is posible, we got the svt to have fog and highs and low on at the same time.
I don't think so, they were designed for the exacty opposite driving conditions... I'm guessing you'd have to mess with the wiring?
Exactly. There's no reason to ever run fogs and highs at the same time. Fogs don't reach far enough to help the highs and highs are too high and too bright for fog.
Is there any way to have fogs on as well as the High beams?
If you talking the little fogs OEM on the MINI, your highs would overwhelm them and they would do nothing. Besides, as others have note, they are designed for totally different things.
On the other hand, if you get some Nice size fogs aftermarket and wire the relay to the parking lights, then yes you could have them on. If they were large enough, you might see some extra light thrown very wide to both sides. However, each state is different and it might be illegal to wire them that way and some states have a law about only four lamps on at once so if you had driving lights as well, that would make six.
