R2 Relay Bypassed

Hello, I'm new to the world of Mini and BMW. I purchase a 2008 Cooper S JCW three weeks ago and have been slowly going through it and removing the POs modifications and making necessary repairs. I opened the fuse box under the hood to remove wiring likely for a pair of aux lights when I noticed this jumper wire bypassing the relay R2. According to the Bently manual I purchased to help guide me it says this relay is for the crankcase breather heater. Does anyone have any idea why someone would have bypassed this relay? I tried searching, but couldn't really find anything. I plan on just replacing the relay, but I was unsure if this is some kind of modification folks do.

Bypassed R2 Relay, no idea why.
