How does the FRM activate the headlights?

So I know there's a wire from the FRM up to the steering column for headlight signal. In the process of building our racecar I cut the wire. With the wire cut, the headlights come on as soon as the car is powered on. What within the leftside stalk in happening to turn on/off the headlights? My initial guess is that in the off state, voltage is flowing from the FRM, through the switch, and then to ground. Twisting the switch to the on position kills the ground and the lack of voltage at the FRM is it's "signal" to turn on the headlights.

Can anyone confirm this?
