Footwell module

I took my car in for service last Saturday at BMW of Portland and when I go pick it up on Saturday they told me is not ready because the Windows is not working and the function test they did was not pass. Today I got a call from BMW of Portland stating the footwell module need to replace because I replace my lightbulb that's affecting it and it cost $1300 to replace it. I want to know if that really affect the foot well module after I have replace my lightbulb for over a year? Thank you

Lots of indy shops in Portland, I'd want a second opinion before spending that much.
