Xenons are HIDs.
Most are 35W bulbs (I think the mini is)
I do know there are 100W driving lamps available (seen them in Australia, presume they exist in the US), but have no idea whether you can replace the headlamps.
You will definitely need some upgrades on the wiring as well.

Further info:The high-wattage bulbs may well not be road-legal. Do check up.

As Sauron said Xenon are HID and they are at the brightest you can get for legal use in the US.

You will find that on low beam there is a very distinct cut off and that is the way it is supposed to be. But they may be out of alignment and if that is the case then they may seem dim to you as they are not shining down the raod properly.

I would suggest that you take it to the dealer or a local shop and have the alignment checked.

Since I have been looking and found this thread, i thought i would hi-jack it (jk). Is there a viable upgrade rather than the stealership for a 2007+ cooper that did not come with these from factory? I've been searching and searching, but have not come back with any solution.

Forget the stealership. They generally will not touch it. It depends on how much you want to spend. Sounds like for sure you want to go with a projector style so you are looking at $650+. There is a shop in New York that will take your stock Halogen lights apart, core them out and install their projector. You can add the Joey mod (add color or black out the inside of your headlight assembly) for free. If you already have an HID conversion kit he will use your your HID parts to keep the price as low as possible. The thread with all the details is in this section. PM me if you have trouble finding it.
