I was trying to find information on this through search, but to no avail.
Does anyone know about the diverter valve upgrade that turns off boost during no-throttle conditions?

Try Bypass Valve on the search, I think that's what you're looking for. The basic idea is to make certain that the valve is seated properly, and completely closes with no leaks. The threads you find will fill in the details.

There's also the VGS, search on "Operation Vacuum Gain System (VGS)"
The basic idea is the you can make sure the butterfly is centered and the valve closes completely. There are then two different mods you can do. The Ryephix II is the tweaked valve (stiffer, shorter spring) that has all the adjustments optimized sold by Detroit Tuned, and the VGS system acutates the valve with post-SC air, not pre-SC air, this gives you a bit more aggressive operation of the valve. And you can do the VGS and RPII together or separately... As you wish...
