Cooper (non-S) Can stock tune really allow 22psi ???

That's what I was implying. You are not getting boost cut because the DME is seeing altered boost signals. Plug into the OBD port to get DME boost values and you'll see why you're not getting boost cut at ~25 psi.

But, that's all moot at this point, since you're going custom tune....
