I guess the first question is what you are looking for. The Pulley upgrade is usually the best bang for the buck in HP gain. Being that I have done a few mods myself, I think this is what 'I' would advise;
Alta 15% pulley
Alta intake
Millteck catback
Denso Iridium IK22 plugs
H-Sport springs
H-Sport Comp rear sway bar
I would strongly advise going with a Unichip with the engine mods. Big bucks, but worth it in my opinion.
I would also strongly suggest that you call Randy Webb and talk with him. If you are in the New England area you should come to the pulley party in Newport on Nov. 6-7 and meet Randy and others there.

I have a 2002 MCS, and have a 15% Alta pulley and a Rogue air intake. I would recommend the Alta intake, as it looks like it breathes better. My next mod will be an exhaust. The pulley mod is the best bang for your $.

I agree on the Alta intake, but if you want to save some money you can use the K&N RU 1550 and get great performance. To save on the Pulley I would get a hold of R Speed and get their 15% ET pulley which is made in Germany and absolutely indentical to the Alta. a grat savings on the ECU can be had through (help me guys) the guy in Germany. The ECU upgrade cost me about $75.00
it doesnt matter if you got money, in the end wat exactly are you doing to your car, are you tracking it? are you autocrossing it? are you just going to shows with it?
basic performance would be pulley, intake, exhaust, and ecu for most people, follow usually by intercooler, throttle body, and header... if you are really commited then cylinder head, clutch/flywheel/lsd, cams,
15% is great for autox and tracking, 19% is doable, but there's always concern with belts snapping so there's one risk you might want to consider
suspension for bottomless funds would be coils, sway bar front and back
for me, alta intake, magnaflow exhaust, mth chip, and either 15/19% pulley would go a long way(i went with scorpion cuze it was cheaper, and sounds good so), and would absolutely transform the car, wrap that along with some nice rubber, light weight wheels, rear sway bar, drop it an inch or so, and i can garentee you you would notice the differenec
