Refurbished turbo same as Rebuilt?

Just out if curiosity. I came across some refurbished turbos while browsing the web. They are considerably cheaper than brand new. What do you guys think of it? Is refurbished the same as rebuilt? Basically brand new? I emailed JMTC over concerns, let's see what they say.
For example some refurbished JCW Turbos shown here.

refurbished means its been fixed to factory standards, so yes a refurbished turbo is a rebuilt turbo

$600-$800 for a rebuilt JCW turbo seems like a steal to me.
JMTC says their rebuilt turbos will perform as well if not better than brand new.
Maybe a soon upgrade for me. Unless testing goes well with Frankenturbo.
