Next Wednesday Oct 9th at 1000 The Duchess has an appointment for her first baseline-dyno. Im really hoping between 189-199bhp with all the work I've put in to her so far. 
-The shop tells me they are using a Dynojet Inertia Dyno. Thats all they said on the phone.
-Oh and Im stuck with 91 octane here either with or without 10% ethanol. I will be fueling up with 91 octane fuel without ethanol.

I have to go with Blu, first Dynojet's are "unforgiving", and with no tune......
Just don't get discouraged, no matter what it is, it's Baseline, as long as you use the same dyno for all your future tests, your good to go, it's the increases that matter.
Hell my stock '05 JCW only saw 163whp on a DynoPack, which usually reads about 13% higher than a Dynojet will.

Based on your mods, you're definitely making less than a jcw at the crank. I'd guesstimate low 190s, as you don't have an intake, the jcw tune, or the full exhaust that brings it to the full 207hp from the factory. Factoring a 13% drivetrain loss, as most fwd cars have a drivetrain loss of about 12-15% from the crank to the wheels, my educated guess would be about 166-167whp or so. But then again, all dynos read differently

the thing that really sux is the fuel... I can get 93 and 94 octane at the pump in Washington State but they only sale 91 octane down here in Boise Idaho. Some stations have it with 10-15% ethanol so you have to watch which station uses ethanol because there are stations that have 91 octane with zero ethanol. I can by M100 or 100% Methanol race fuel for just over 6 bucks a gallon and maybe mix to get 93 octane because I live in both WA and ID and will be running 93/94 when in WA was well as E85.

You might want to readup on running e-85/m100 in a mini....
Just not setup for it....it has been done, but you need 550 injectors and a CUSTOM tune at the minimum.....both REQUIRE much larger flow rates than the stock/JCW injectors can provide....

Ive done my homework on running alcohol in the R53. It is going to be part of my tune. But Ive also thought about doing a mix just to bring up the octane a bit for the test this week. Then again does it really matter because Im going to be using the same dyno and running the same lousy fuel after the tune when Im in Idaho. When Im in Washington I get to use quality fuel. Or I can mix my own like I had intended to. I'd rather dyno on the fuel octane I will be tuning on and driving on daily.
I'd say having the car tuned and optimizeded for 91 is best. I don't think there would be a big difference in numbers between 91 and 93 octane. But then I haven't really read up on it either.

I got it tuned about a year later at which time I added the 380 injectors. I picked up 23hp and 18lb ft of torque. That was with a 90+ degree dyno room too using the same dyno.

I think he said he got a tune and added 380cc injectors. The tune being the big difference there, you would not achieve those gains by just adding a header and 380cc injectors.

Testing/tuning on one blend, then running on another is no advised....
You can run multiple tunes.....remember... Injectors and the computer adds fuel BASED ON VOLUME...different mixes, e10, e15 and especially e85, e100, etc need more volume to make the same hp...flex fuel cars have extra programming to deal with this.. WE DO NOT!!
But IMO if you are gonna get one tune, get it on what you will run most of the time...
Pre-tune my car did not like e10
Post tune (it was tuned with e-10 and 93 octane) it runs great...
Getting a custom tune is about optimizing everything for what YOU HAVE...not what YOU WISH YOU HAD....

It can be fun and humbling at the same time...still fun, but can be a reality check. But still, when my butt dyno said It was good enough, I was happy...the numbers be dammed!!
Keep in mind, the numbers you get will be a bit lower due to elevation... A SC does not fully compensate for altitude like a turbo....

When a tuner wants to maximize your peak hp numbers they maximize your torque at high engine speed (near redline). This often involves sacrificing your midrange (peak) torque where our R53's are the most fun.
Leaning out one's engine for the sake of HP numbers is risky business...to each their own.
