Question about damper (SC tensioner shock)

Mine rattles at times at idle. This is my second one. My question is... When these are unbolted and off the tensioner do they extend out and are hard to push in like a hood or hatch shock? The one I have on now you have to pull the arm out of the shock and its under pressure to push back in, but goes back in fairly easy. It does have pressure but not alot. I guess my question is while its off, Is the arm extended under pressure??? I do have the powerflex bushings in it.
