Can someone give me more info on this mini..

I came across this video today. Any have a tech sheet on it(engine, suspesion mods etc.)? Any help would be greatly appprecaited.

Its been around awhile. No one's come up with the origin of it, yet. Mechanical setup is conjecture. Its been shortened from the doors back, substantially, runs 2 sizes of tires 13" & 10", brakes? motor sounds A series? Language & town look like Italy to me....
